The project «Creation of an electronic archive (EA) of issues of scientific journals in the thematic area «Medicine» within the framework of event 3.3.1″ Development of the system for demonstration and popularization of the results and achievements of science» of the federal target program «Research and development in priority areas of development of the scientific and technological complex of Russia for 2014 — 2020», in accordance with the decision of the Scientific and Coordination Council of the Federal Target Program «Research and Development in Priority Areas of Development of the Scientific and Technological Complex of Russia for 2014-2020» (minutes of April 14, 2020 No. PNKS — 45) , implemented by the State Contract dated August 19, 2020 No. 13.597.11.0044.


DESCRIPTION OF THE PROJECT


In the scientific community, bibliographic databases on publications in scientific journals, serials and books are in great demand. Among them are monothematic and multi-thematic resources. Monothematic resources work in the selected subject area, examples of international systems include MathSciNet, zbMATH, euDML (mathematical sciences), NASA Astrophysics Data System, InSpire, Physics Abstracts, International Nuclear Information System (physical sciences), Chemical Abstracts (chemical sciences) … The advantage of monothematic systems is a fairly wide coverage of scientific knowledge in the chosen subject area. Among the Russian analogs at the moment it is possible to indicate only the All-Russian mathematical portal Math-Net.Ru (a project of the Steklov Mathematical Institute of the Russian Academy of Sciences), which presents information, including complete digitized archives of a number of Russian scientific journals, in the field of mathematical and, in part, physical sciences.
The well-known multithematic international systems Web of Science and Scopus, as well as the Russian Science Citation Index (RSCI), are primarily scientific citation bases, and not historical archives. Since the main purpose of multi-subject databases is to collect citation data and calculate bibliometric indices, when working with them, it turns out that in specific subject areas they usually contain an extremely limited amount of information.
For many years, Russian and Soviet science has accumulated invaluable knowledge and experience, and at the same time, it is almost impossible to find digitized data on most scientific publications in Russian in various subject areas (with the exception of a narrow number of leading journals).
Within the framework of this project, work is envisaged to create archives from scanned copies of Russian magazines and video materials of conferences, etc. in the thematic area — medicine to provide specialized resources of a scientific and popular scientific nature with electronic versions of journals, including metadata of articles. The goal of the project is to create an electronic archive of scanned copies of issues of scientific journals in the selected thematic area, including the full texts of its publications and their metadata. The basis should be a collection of Russian scientific journals on relevant topics, including publication metadata, bibliography, full texts of articles or direct links to them on the publishers’ websites (if any). An important part of the work is the creation of digital historical archives of a number of publications in the form of scanned copies. It is also proposed to include in the collection monographs, materials of scientific conferences, as well as video recordings of lectures and reports.
